
FORE:Similarly, in political science, the analytical method of assuming civil government to result from a concurrence of individual wills, which with Hobbes had served only to destroy ecclesiastical authority, while leaving intact and even strengthening the authority of secular rulers, was reinterpreted by Locke as a negation of all absolutism whatever.It occurred to Cairness that it was ungenerous of Landor to revenge himself by a shot from the safe intrenchment of his rank. "Mrs. Landor has had time to tell me nothing," he said, and turned on his spurred heel and went off in the direction of the post. But it was not a situation, after all, into which one could infuse much dignity. He was retreating, anyway it might be looked at, and there is bound to be more or less ignominy in the most creditable retreat.

FORE:On the 9th of June, when the House of Commons went into committee on the Bill, a large number of merchants desired to be heard against it. For several days their statements were heard, and the Portuguese Ambassador also presented a memorial declaring that should the duties on French wines be lowered to those of Portugal, his master would renew the woollen and other duties on the products of Great Britain. This seemed to enforce the mercantile opinions; the sense of the whole country was against the treaty, and the speech of Sir Thomas Hanmer, a Tory, made a deep impression. There was, however, a growing rumour, during the latter days of the debate, that Oxford had given the treaty upa rumour probably not without foundation, for Oxford and Bolingbroke were no longer in unity. The latter, ambitious and unprincipled, was intriguing to oust his more slow and dilatory colleague; and, as the Bill was ostensibly the work of Bolingbroke, probably Oxford was by no means unwilling that it should be thrown out to damage him. When the question, therefore, was put on the 18th of June,[11] that the Bill be engrossed, it was negatived by a majority of one hundred and ninety-four to one hundred and eighty-five. Thus the commercial treaty was lost, much to the joy of the nation, and certainly to its immediate benefit.

FORE:The requirements which Epicureanism failed to meet, were, to a great extent, satisfied by Stoicism. This philosophy had, from a comparatively early period, won the favour of a select class, but had been temporarily overshadowed by the popularity of its hedonistic and anti-religious rival, when a knowledge of the Greek systems first became diffused through Italy.169 The uncouth language of the early Stoics and the apparently unpractical character of their theories doubtless exercised a repellent effect on many who were not out of sympathy with their general spirit. These difficulties were overcome first by Panaetius, and then, to a still greater extent, by Posidonius, the elder contemporary and friend of Pompeius and Cicero, who was remarkable not only for his enormous learning but also for his oratorical talent.267 It seems probable that the lessons of this distinguished man marked the beginning of that religious reaction which eventually carried all before it. We have already seen how he abandoned the rationalistic direction struck out by his predecessor, Panaetius; and his return to the old Stoic orthodoxy may very well have responded to a revival of religious feeling among the educated Roman public, who by this time must have discovered that there were other ways of escaping from superstition besides a complete rejection of the supernatural.

FORE:Before he withdrew, the king, who retained his high opinion of his political wisdom, consulted him on the constitution of the new Cabinet. Walpole recommended that the post of First Lord of the Treasury, including the Premiership, should be offered to Pulteney, as the man of the most undoubted talent. If he should refuse it, then that it should be given to Lord Wilmington, who, though by no means capable of directing affairs by his own energy, was of a disposition which might allow them to be conducted by the joint counsel of his abler colleagues. The king consented that the Premiership should be offered to Pulteney, though he hated the man, but only on this condition, that he pledged himself to resist any prosecution of the ex-Minister. Pulteney declined the overture on such a condition, for though he said he had no desire to punish Walpole, he might not be able to defend him from the attacks of his colleagues, for, he observed, "the heads of parties, like those of snakes, are carried on by their tails." The king then sent Newcastle to Pulteney, and it was agreed to allow Wilmington to take the post of First Lord of the Treasury. Carteret thought that this office was more due to him, but Pulteney declared that if Wilmington were not permitted to take the Premiership he would occupy it himself, and Carteret gave way, accepting the place of Secretary of State, with the promise that he should manage in reality the foreign affairs. In[80] all these arrangements the king still took the advice of Walpole, and Newcastle was instructed to again endeavour to draw from Pulteney a promise that he would at least keep himself clear of any prosecution of the late Minister. Pulteney evaded the question by saying that he was not a bloody or revengeful man; that he had always aimed at the destruction of the power of Walpole, and not of his person, but that he still thought he ought not to escape without some censure, and could not engage himself without his party.
